This was based on their proximity to the Fast Transport Network (FTN) and the close proximity to a Town Centre, Local Centre or Mixed Use zone. Part of the area that is proposed to be up zoned is out of scope of the submissions.
  • Some Terraced Housing and Apartment Building (THAB) zoning has been provided for near the Mangere Town Centre or Bader Drive. Generally, Bader Drive to the west of the town centre has not been intensified due to stormwater issues.
  • Limited additional THAB has been provided for in Favona along Mahunga Drive which has been zoned in the proposed plan a MHS.
  • A section of Mangere East has been up zoned from SH to MHS to meet the requests of submitters. This is supported by the PAUP zoning principles and includes part of Tennessee Ave, Mangere East which is a FTN route.
  • The zoning has also been updated to reflect the latest information provided by Auckland Council’s Stormwater Unit and includes other ‘small’ updates or corrections.
  • The area around Mangere Mountain has been retained mostly as a SH zone in response to the limitations of the volcanic viewshaft height limits.
  • SH zoned areas in Buckland Road and Massey Road have been re zoned to MHS zone.

Puhunui, Manukau Central, Wiri, Great South

  • The residential area of Rata Vine Drive and the surrounding streets have been up zoned from Mixed House Suburban (MHS) and Single House (SH) zones to Mixed House Urban (MHU) in alignment with the PAUP planning principles. There are also Areas of Great South Road and Kerrs Road that have also been up zoned from MHS and SH zones to MHU zoning.

Manurewa, Clendon Park, The Gardens, Randwick Park

  • Note – Single House zone on the eastern side of the Town Centre down to the coast largely remains as notified in the PAUP. The majority of the area is outside of the FTN network walkable catchment. The Additional Subdivision Control is currently being considered by the IHP. Council’s position is to remove the overlay and relay on the Single House zoning to maintain the character of the area.

Pakuranga, Farm Cove, Pakuranga Heights, Burswood, Golflands

  • Given the relatively few scattered site constrained by stormwater in Conifer Grove, these scattered site have been rezoned from Single House to Mixed Housing Suburban.
  • Some isolated properties west of the railway between Matawalu Place and the railway line have been upzoned from Single House on the Stormwater Unit’s recommendation.
  • Give that flooding constraints lessen in the Berwyn Avenue area, Mixed Housing Suburban zoning rather than Single House zoning is recommended in that area.
  • Rather than rezoning the Papakura Army Base (on the south western corner of Walters and Grove Roads) from Single House Zone to Mixed Use as sought by the NZ Defence Force, it is considered appropriate to upzone it from Single House to Mixed Housing Suburban. While the site is designated, the underlying zoning will then reflect the zoning of the land to the east and west of the block. The Stormwater Unit have indicated that this land need not be restricted to Single House zoning.
  • Evidence has already been provided to the AUPIHP about requests to rezone Light Industrial Land in Takanini North of Heavy Industry (Topics 051 to 055 Centre Zones, Business par and industries zones, Business activities and Business Controls”). That evidence supports the rezoning of the block bounded by Rangi Road to the north, Takanini School to the east, Spartan Road, to the south and the Southern Motorway to the west from Light Industry to Heavy Industry zoning.
  • Rezoning of the University of Auckland Physics Research Facility in Mullins Road from Special Purpose Zone Tertiary Education to Mixed Rural zoning is recommended and is being addressed in evidence relating to Tertiary Education zoning (Topic 080).

Orewa, Silverdale and Whangaparoa Peninsula

  • Rezoning Single House zoned land at Kensington park from Single House to Mixed House Urban to reflect the effect of the overlying precinct.
  • Rezone an area at Kensington park from Single House to Public Open Space – Informal Recreation and Rezone and area from Public Open Space – Sport and Active Recreation to Public Open Space Information Recreation.
  • Rezoning the Highgate Centre, Silverdale from Neighbourhood Centre to Local Centre to better reflect the intended function of the centre.

Milford
